Andrew Engeli joined the Joint Biosecurity Centre (JBC) in May 2020 and is the Deputy-Director for Innovation and Partnerships and Environmental Monitoring for Health Protection (EMHP). The JBC is the data and analytics arm of the NHS Test and Trace Programme and is entrusted with providing rigorous and quality assured data-driven insights to Ministers, policy makers, and the public health community.

Prior to joining the JBC, Andrew worked in both the Office for National Statistics (ONS) and Cabinet Office. At ONS, he led the policy and engagement teams for the Secure Research Service and set up the Assured Organisational Connectivity scheme allowing researchers remote access to administrative data under secure conditions.

Andrew Engeli was educated at the University of Birmingham. He also holds an MSc from the London School of Economics and a doctorate from New York University. 

“The JBC has worked with ADR UK during the pandemic response to enable researchers and policy makers to leverage administrative data to achieve better outcomes.

“The work that ADR UK and its partners have done prior to the pandemic has laid the foundations for better, more insightful analysis built upon robust and quality assured datasets. The ability to combine Test and Trace data, for example, with administrative data in a safe environment has enabled government to identify early areas where further intervention was needed.

“By combining health and non-health data, not only have we been able to provide a better and more informed response, we have also been able to ensure that we achieve the aim of using administrative data safely and securely in the public good. It is a tribute to the data sharing culture and infrastructure that ADR UK has been central to fostering that we have been able to do so.”
