Understanding users of concessionary fares

The Northern Ireland Concessionary Fares scheme was established to promote accessible public transport for members of the community who are most at risk of social exclusion, through the provision of SmartPasses. The uptake rate for the 60+ SmartPass was 79% in 2017/18; of these holders, 70% used it at least once in that year. The aim of this research is to analyse the profile and rates of uptake and use of SmartPasses by the population aged 60 and over, focussing on socio-economic characteristics, health conditions, access to a car and local public transport provision.
