Putting people at the heart of data

At the Civic Data Cooperative (CDC), we believe data should serve people. Funded by the Liverpool City Region Combined Authority and hosted by the Civic Health Innovation Labs, our work focuses on unlocking the power of civic data to create real change. Whether shaping health services or supporting inclusive decision-making, CDC helps communities, researchers, and public bodies work together to ensure that data is used ethically, transparently, and impactfully.

Our mission is rooted in collaboration and innovation. As a silver sponsor of the ADR UK Conference 2025, we’re proud to support an event that reflects our core values—using administrative data for public good, building trust, and amplifying community voices. CDC brings a community-first perspective to the ADR UK ecosystem, championing meaningful engagement, ethical governance, and practical solutions that make data work for everyone.

Why the ADR UK Conference 2025 is a must-attend event

Held in Cardiff this September, the ADR UK Conference 2025 is a cornerstone event for anyone working with data. With over 250 sessions, keynotes, and workshops, attendees will explore how linked administrative data can improve outcomes across health, justice, education, and the economy.

CDC is proud to be part of the programme, and we especially invite attendees to join our pre-conference workshop on 16 September: Beyond the numbers: amplifying public and patient information with administrative data. This session spotlights how participatory research methods elevate the value and relevance of data-driven work. Expect practical tools, thought-provoking discussion, and examples of how public voices, when centred, can transform research impact. It reflects CDC’s belief that data should be shaped by, and accountable to, the people it represents.

How CDC supports the ADR UK community

CDC offers a bold, practical model for inclusive and ethical data governance. Through initiatives like the Residents’ Assembly on Data and AI, we’ve helped co-create one of the world’s first Community Charters on Data and AI—giving researchers, policymakers, and technologists a social licence to innovate responsibly. We don’t just advocate for transparency; we embed it in everything we do.

We also work across sectors to build the infrastructure needed for transformative research. Whether developing the Liverpool City Region Digital Commons or collaborating with NHS and local government partners, CDC makes it easier for ADR UK researchers to tap into rich, locally grounded insights. By prioritising public value and regional collaboration, CDC is helping shape a more equitable and democratic data landscape.
