ADR England Research Community Catalyst: Youth Transitions
We are a group of organisations with a shared aim to raise awareness about evidence gaps in the field of youth transitions and enable researchers to address them using administrative data. We are primarily interested in the journeys of disadvantaged young people into and out of education and employment.
We offer a platform for existing and prospective researchers, policymakers, practitioners, and voluntary and community sector organisations to learn, collaborate and innovate.
We welcome all individuals and organisations with an interest in youth transitions to join our diverse and growing community. Joining will provide free access to our data navigation tool, research, training, online resources, conferences, and forums.
Together, we can drive transformative insights around what works to support youth transitions and reduce inequalities.
Research
Drawing on an examination of recent literature and consultation with key stakeholders, our research has identified the most pressing gaps in the field of youth transitions. We have created a framework of research priorities highlighting some of the most significant, under-researched topics in this area.
Our framework serves as the foundation for greater collaboration within the research, policy and practitioner communities to collectively unpack these themes and address the gaps in the evidence using administrative data.

This report provides a summary of the research approach used in the mapping of the evidence landscape and the identification of research priorities.
Evidence gap map
Relevant studies from recent years have been mapped onto an evidence gap map to observe the distribution of recent evidence in the current landscape. The gaps identified in this map should not be seen as a definitive list, but rather an attempt to map the territory sufficiently to prompt discussion, debate and challenge. This is a ‘living’ document that will be updated throughout the lifetime of this project.
Our online tool enables easy navigation through the administrative data landscape.
This includes:
• A visualisation showing the number of linked administrative datasets that could be used to study youth transitions.
• An interactive table showing the datasets that cover different phases of interest.
• A searchable list of all the administrative datasets that could be used to study youth transitions, with detailed information on all relevant datasets.
Research Community Catalyst focused on youth transitions launches in online event
Last month, this project was officially launched in an online event hosted by the National Foundation for Educational Research. The event brought together over 100 senior researchers, policymakers, sector leaders, and young people to learn, collaborate and innovate.

The Forgotten Third – Using administrative data for effective policy development
As part of this project, the University of Westminster is hosting a pivotal event to address the pressing challenges faced by the “forgotten third” – the approximately 200,000 young people in England who do not achieve a grade 4 or above in both English and maths GCSEs by age 16.
